QUALIFICATIONS OF LESLIE PERSIA, AICP
Leslie has been in the land planning field since 2006 and in engineering since 1982. At Alterra she has performed land use analyses and produced land plans for eminent domain assignments and development potential assignments for a variety of uses, including the following:
- Vacant land
- Single and multi-tenant commercial/retail buildings
- Gas stations/convenience stores
In addition, analysis and research has been completed on various properties for fee and easement acquisitions for right-of-way and other purposes under eminent domain.
Leslie has also worked for local governments in Southwest Florida handling all aspects of annexations, comprehensive plan amendments, coordinator of a Brownfield Board and program, served as a representative to the MPO Technical Advisory Committee, reviewed legislative changes and amended Comprehensive Plans to ensure compliance, and managed a Transfer of Development Rights program. Leslie has also served as a Guest Lecturer at Texas A&M University for a graduate economics class. As a graduate student, Leslie worked for Texas Transportation Institute developing an Excel economic model application for Texas Department of Transportation.
Leslie's engineering experience ranges from computer programming and application design, to test engineering and project management. Leslie has worked for two companies as the project manager of the global team responsible for upgrading multi-national computer systems. She has worked as an engineer for Rockwell International, Compaq Computer Corporation, The Coastal Corporation, and Veritas DGC.
